We are hosting a retreat for up to 20 participants and I need to be certain we have enough bandwidth. The venue we're considering offers 17.80 mbps download and 17.89 upload. Will that be sufficient?

Great to see you thinking ahead.
My personal rule is that you can expect 10Mb to get by, but 20Mb is what I aim for.
If you use ONE machine on site then that will need the bandwidth in both directions.
For that bandwidth, you only have room for one.
Maybe you could run something via the mobile network.
Remember that you can see how what you do changes bandwidth because you can view in in the app in settings.
You can even run a test meeting.
