Meeting Summary not trigger recording.transcript_completed event

I noticed that when "auto_start_meeting_summary" is set to false, the recording is not started.transcript_completed webhook event doesn't get fired. And I don't see my transcript in the UI under Recordings and Transcripts > Transcript. Is this intended? I can get transcripts via the api https://api.zoom.us/v2/meetings/{meeting_id}/recordings. Why is it that not enabling a meeting summary prevents a transcript event from firing?
